For the past 4 days I have been connecting to the internet at horrible rates, I talking 4-9K.

I have a crappy 56K, so I usually connect at an embarassing 28-38K, but this 4-9K is ridiculous!

Do you think my modem broke, because I dont think its my ISPembarrasment

it's cheaper than modem

nothing's cheaper than modem. (or on a lower band width)

Try connecting to another ISP. If you get the same speed, its your line. If its normal, its your ISP.

I removed my modem, restarted the computer, computer automatically detected 'new device', and now its back to normalcool

Normal, normal, not sure that anything of yours should be described using normal, I could think of several other adjectives to better describe you.
