A lot of it depends on what level of Dr Strange powers we're talking about.

One thing I'm pretty sure of is that the PS will have no effect on Darkseid. From what I recall, the nature of the Omega Force means that he's in constant, excruciating, soul-scorching pain anyway, he wouldn't even notice the PS.
