If this is a quick-evolved Raichu like Lt. Surge's, no avoiding that.

If it's able to learn its speed moves, should be fast enough to dodge some shouts. Others just plain wouldn't work, and not sure how well lightning attacks would work. Suppose that depends on armor. Assuming traditional iron banding, might be effective.
