Who are the best manipulators in Marvel and DC? And by that I mean manipulation such as Tao, without using type of power like telepathy.

I know that Tao would probably be number 1 so I'm excluding him.

In DC I'd say Constantine, Darkseid, Vrill Dox, Niles Caulder, Querl Dox, Luthor, Ultra Humanite and Amanda Waller are up there.

Can only really Think of Doom, T'Challa, and Kang in MU

White Queen and Moonstone have been shown to be really manipulative in the MU.
