With equal prep? Both are incredibly smart but Marvel Boy has more exotic resources that I have trouble seeing Ted counter.

Tony has built things on the level of, if not superior, to a time machine. They are mostly weapon based stuff but he is the greatest weapons designer on Earth.

As a matter of fact, hasn't he already built a time machine? Or did he reverse engineer Doom's?

That's what I was asking. I was sure Tony has built a time machine and didn't need Noh Varr's help.

Palmer has also built devices that could warp reality, solved a creation destroying event, and the greatest shrinking tech in comics, etc...
