Is this 17 after absorbing the ten-times Kamehameha? If so, he's pretty conclusively stronger than Super Saiyan Vegeto while before that, it was fairly vague, though he basically ignored Super Oob's attacks while Super Baby Vegeta 2 had to somewhat strain himself to beat him, and the latter should also be above Vegeto
