How?

She takes all of their powers. Then stacks them. Then crushes them.

Scans of her feats. She would die before she got more then one.

She has also taken the powers of 5D imps (so think Mr Mxyptlk).

Is black alice able to respond to speedsters?

IE could she defeat Thanos, silver surfer, flash for the majority? (I am unfamiliar with her, but she seems really powerful if she can take Spectre's power).

Nah...not seen many speed feats for her. She can do it, pretty effortlessly, without them being there (so for example, if she wanted to grab the Spectre's power at any time, she can).

But she's still a baseline human before that.
