For 1, I don't think Outsiders have an answer for Wanda. Pretty sure Nova and Vision is more powerful then any character on their team, too.

Halo & Looker were two odd ducks, thats for sure!

80s Nova wasnt nearly as powerful as current. Wanda might have issues with Metamorpho, he was always hard to beat.
