Electro versus Magneto. Fight to the death on the bay area bridge at midnight. Who wins?

Because Electro can block anything Mags throws at him.

Electro. He can do everything Magneto can, and he can also just shoot lightning at him.

Electro wins quickly.
Magneto doesn't have spidermans speed and reflexes to dodge electro's electric blasts.

why couldn't magneto manipulate a piece of the bridge to scoop up water from the bay...and then fling it at him.

electro has no defense against this. magneto can do this quickly while defending himself.

then while electro is stunned magneto is already manipulating a piece of metal to wrap electro up and dunk him in the water.
