Id say he stops at 10. Just because Drax got beat down by Ronan (who would solidly handle anyone on this list as well), doesnt mean hes not a powerful and extremely capable fighter.

Stops at Captain America or the Winter Soldier.

Personally I feel the order of this list definately does not go from weakest to strongest.
