Are the filler episodes canon?

Now befote this gets flooded with "no, duh" and "not in the manga" look at how many things have found thier way into the main story from Raiga's swords to the 4th Kazekage's death to the 1st Tsuchikage being a Bee ninja we have seen things that were expanded on by the anime appear later in the manga.

So please no flaming,
discuss.

Possibly the filler parts with inclusion in the manga can be treated as canon, or maybe just the specific things. Like Raiga and his swords, just nothing else.

It's canon unless in direct contradiction with the manga.
