in terms of strength, his wings aren't less than Hawkman's
he is also able to attack from a distance while Hawkman must close combat
however, when Hawkman try to do so, due to the bird physiology, Warren is faster and has the aerial adaptation, which is very important in the air war
in other words,he has home advantage

Hawkman has long range attacks too.

Nth metal armor, enhanced strength, healing factor.....He's also no slouch in the flying department, either. Too close to call.
