One of the greatest. I wouldn't say the greatest of all and if by greatest you mean "most powerful" you're very wrong. He's not even one of the most powerful. I can easily think of 10-15 villains that dwarf him in power if you take into account both Marvel and DC.

DC: China seems to be the most varied of the other countries. UK has Constantine, obviously. Australia has Tasmanian Devil...

Probably DC Russia - On top my head they have the Rocket Red Brigade basically a bunch of IM lite, Steel Wolf basically 1938 Superman pwr lvl, Blue & Red Trinity basically Flash lite they can run around Mach 1, People Heroes can't remember their powers they roughly equivalent to the Outsiders in pwr lvl, Red Star who once fought the Teen Titans to a standstill basically a more powerful version of Sunspot. Proleteriat similar to Steel Wolf in pwr lvl, Pozhar basically someone with the combine powers of Sunfire & Magma with Spiderman + lvl STR, Soyuz roughly eqivalent to the original 5 X-men in power lvl when they reformed after Jean grey came back from the dead.

Wakanda is really about the tech.

My knowledge of the Marvel chinese group is less but given the RRB has somewhere between 50 and 100 members unless they have some power that can neutralize tech they would lose also.
