Wedge has demonstrated time and time again that he is a real survivor, having lived through numerous life-threatening situations. Even his less-experienced self here has that potential.

Panaka's job was to defend the Naboo Queen. Seeing as she fell into enemy hands several times he clearly was not good at his job. Given his incompetence it's no wonder he was replaced after one movie.
