This essentially comes down to the line ups of each team.

If Freedom fighters has Phantom Lady III (Stormy Knight) with all her dimensional warping powers and miss America as Miss Cosmos (when she was basically Molecule man level) than Freedom fighters win.

If the Joan Dale is from before learning the full extent of her powers and Phantom Lady is Dee Tyler or Sandra Knight then Talisman and Shaman take the win for Alpha Flight.

Ray was never really portrayed as nbeing as powerful as a FFer as he was in his solo and JLA appearances.

Uncle Sam similarly has his high end appearances in All Star Squadron but not as an FF.
