On paper, sure. But the Sinister 6 are riddled with CIS, what with Shocker and Rhino forming a third of their number.
I mean, the Bat Family are textbook examples of PIS working in their favour. On papaer, for example, Killer Croc should pwn them. Stronger, fastesr, home advantage, more durable, etc etc. But he goes down.
These guys are top tacticians. They'll gripe, sure, but they'll defer to Nightwing for leadership.
They have killers with projectile weapons, who won't hesitate to use force if necessary and more importantly, are well-trained and focussed, unlike 90% of Spidey's thugs. They won't stop to gloat over their enemy, or monologue like a Doc Ock or Green Goblin, or get distracted by killing innocent bystanders like a Carnage.
They also have one of the smartest people in the DCU, Tim, who, IIRC, is still one of the only people to have deduced Batman was Bruce.
In effect, you have an upgraded Batman. Better fighters, smarter, more agile and a better leader. But, crucially, spread over 4 bodies who can operate as one (if anybody knows how to fight in a team, it's a team made up of Batman's sidekicks). Plus their toys.
In conclusion: Spidey still wins, but I give his chances as 6 or 7/10.
