From a purely aesthetic standpoint:

The Tower of Babel stands at the center of Babylon. At the peak of the Citadel is the enclosed Garden of Eden, that's where the Lord and His queen reside in solitude. The Tower of Babylon, with a public garden at its peak, is the second tallest structure in Babylon. The rest of Babylon is comprised of hundreds of thousands of overly decadent structures with gardens and waterfalls:
