Not their current power level, but only dormant potentials.

Like we know that Anakin was %200 of Sidious, and Vader was only %80 of his, but still Vader was more powerful than Anakin in the Force, since he could use his most of his potential, just like Count Dooku.
We also know that Asajj Ventress >= Count Dooku now in terms of dormant potential. Or possibly Maul >= Mother Talzin,
Yoda and Kar Vastor's potentials also considerably high as well.

If you make a dormant potential list, how it should be ?

I'm not sure about rankings, but Kajin Savaros should be here somewhere.

Anakin Solo was supposed to have higher potential than Jacen. Ben Skywalker's likely in that range too.


Cade Skywalker, for all his power, was still growing. He was probably the strongest Skywalker since the third generation.


Nomi Sunrider definitely *did* keep growing, we just didn't see what she did.

And for dormant potential, it's hard to understate Rivi Anu. As a just-promoted Knight, and wounded, she held up a Venator for a time. Never made it out, of course, but that's potentially way up there.

Allana Solo should have a very high potential.
