Animal man wins all three. He's in a completely different league.

1. Matched rot world Flash in speed.
2. Can take on the relative reaction time of say a fly that's life span is two days (two days for him becomes 80+ years to you.
3. Can create multiple duplicates like a bacteria
4. He can stack multiple animal powers ( that was how he matched rot world Flash so the strength of an elephant on top of that of a rhino, stegosaurus etc etc until he's as strong as he needs to be)
5. He can take on the power of any animal anywhere in the DCU and has even taken on the power of a solar system destroying sun eater.
