Not really familiar with post timeskip Luffy, because the show started sucking after like 20 episodes.

From what I do know of his feats though, Goku stomps.

Or are we talking kid Goku from Dragon Ball, before he meets Roshi?

Saiyan saga feats and all the stuff prior till the point in which he dies to kill Raditz

BoSS Goku can solo OP

King Piccolo could kill cities in single attacks, though it was tiring for him. Goku's a lot stronger than that by this point.
