rules: all combatants are allowed to use all their abilities & goku isn't allowed to go super saiyan.

Why do people chose "Goku vs X" fights, and then don't use DB Goku (preferably early DB Goku), but instead Goku at the point where precisely nothing can even hurt him?

23rd budokai is noticeably stronger than the Goku who fought King Piccolo who used city-destroying blasts.
