Depends what gear team DC get.

Pure H2H Steve should win without too much trouble. Ra's is very skilled, but I doubt that anyone with human level strength can seriously hurt Rogers. Give team DC some weapons and it's a much more interesting fight.

That would be their only chance. H2H is 10/10 for Rogers.
