No Cyborg suit.. they face each other with Normal gears

I don't think we have enough info on how they'd do in equal bodies. I'd suspect due to being more mentally together it'd go to Raiden.

There's not much to quantify combat prowess and skill. Jaeger was trained by Big Boss presumably, while Raiden was taught by Solidus. I'd say Raiden is better with the sword since that what he was known for as a kid but overall I'll go Gray Fox.
