Brainwave Snr, I would say essily. AFAIK Mastermind only creates TP illusions while Brainwave projects his thoughts 3 dimensionally and actually makes o hysical constructs. His projections have fought Corrigan Spectre, soloed the conbined JSA and All Star Squadron core team (saved by Alan scot where they literally all fought the entire Japanese military as well as a projection of Spectre with his power).

In an issue of All Star comics on the 70's BW actually created projections or world wide disasters that the entire populous of areas saw.

I know of no feats of Mastermind that even come close.
