Well realistically he'd have to be a lot stronger than a normal person to survive the kind of acceleration he does and move his limbs so fast. It's generally best not to trust the handbook stats unless you have absolutely nothing else to go on, like actual comic feats.

His legs are class 10 acc. to handbooks, that's it.
