Shaak Ti, his best feats are exactly the kind of techniques that Ti defends best against.

Plus her Kinetite would be a serious shock for him.

Can she use Kinetite off Felucia? It's sometimes reputed as a nexus feat for her.

By those ignorant of the actual circumstances, certainly. Felucua was a two-way connection, she forced Felucia into being a normal planet full of life and almost immediately after she died it became corrupted.

It is not a nexus however, it has never been called a nexus, it is only naturally strong with the Force because of it's flora and fauna. Shaak Ti can control the wildlife of the planet and use her alter environmemt variant to influence it directly. It has been said to boost her energy reserves but certainly not to a degree that it can be considered an actual nexus amplification.
