So blade hears rumors about a giant rat in the sewers that walks upright and is as big as a person.
He goes to investigate thinking it might b a werewolf.

He confront splinter.

Splinter is in the tier of Blade bosses(La Magra Frost, Nomak, Drake) Blade can put up a fight, but he can't win.

Based on the fact that he was matching Shredder (and would probably have beaten him on neutral ground, with no interruptions or distractions, IMO), who in turn was more than a match for the turtles, who in turn all have more than enough strength, speed, skill, durability etc. to compete with Blade, I am inclined to pick him. Blade will make him work for it a bit, but Splinter should have this in the end.

Splinter wins.
