Even with the gimp(as Steve has never used a sword in his life and Ra's does nothing but train with them), his own skill and stats are too much for Ra's. He might get a few cuts, but he's fast enough and skilled enough to not get gutted. While he wears Ra's down with far superior strength and speed.

Steve also wins if they both use shields. Or any other type of fight. Ra's just can't beat him man.

Ras takes this.

No armour and no shield, and Ras was fast and skilled enough with a sword to casually take apart Oliver, as well as beat and kill 8 other league members, at the same time, in a matter of seconds. And this is in a universe where peak humans would really be considered superhumans, based on some of their feats (like casually catching arrows at close range, which are probably traveling at 200+mph).

Arrow himself has outfought guys in Cap's stat class (Team Arrow and a small crew of League assassins took out virtually Slade's entire Mirakuru army), yet Ollie and the other League members are like children against Ras (literally, considering the guy is at least 78, and probably a lot older).
