I'm not taking 3.0 who is darth Revan with the same raw power level, but without the same tactical genious, with a considerably weaker preco, and his bound to the pure neutal force, the acess to the force in it's purest form !

In my opinion Darth Revan progressivly surpass tulak hord...
But he can only play with children toying with children skill.

Based of hype, Hord kicks everyone's ass (bar perhaps Palpatine). But Revan wins via feats.

Vitiate two.... And after deafeating Revan the emperor granted Revan force power, teach him force knowledge ad use the force to learn himas many technics as he can ! (Thank to this Revan couldn't have been reprogram by xonvzntionnal meanings..... They had to use dark side technics)
The emperor think than Revan was the leader than his empire need to achieve victory, he take Revan as the emperor son.. Revan in his plan will lead the war against the republic, and he will meditate alone on the Nature of the dark side.....
