I don't know anything about the other guy, but Stayne was equal to Takion, who was a solid trans-leveler.

Garthan tmk doesn't have any fts and the ones he does have is small. Doesn't even put him on Nova Primes level. I have that entire issue Golgo just posted and I would read through it so that I can get a general idea of what fts he have but I feel so confident in what I am saying that I am not taking the time to look. If what Galan say is true then Garthan gets a mud hole stomped in him with ease.
