What has inquisitor done to make him a low level opponent?

He has steam roled Kanan who is a complete unknown and has done so multiple times and has identified fighting forms almost instantly.

Again why is he a low level?

Kanan was Erza's age when the Jedi Order fell. AT BEST he was Knight-level in his prime with his swordsmanship and that is being absolutely generous. That's before Kanan didn't touch his blade for what? A decade. Now granted the Inquisitor owns him, but most of it is via the force rather than overwhelming him with raw swordsmanship. Kanan is like maybe high-level Padawan at this point maybe bordering on Knight level?

To put the Inquisitor at the level of any Jedi Master, let alone Master Luminara who sans Kenobi is likely the Master of Soresu in the Order is a huge stretch. Furthermore unlike assassins like Ventress and Savage who are secretly being trained as Sith apprentices to take on Darth Sidious of all people, the Inquisitor seems to have no such grooming.

Ragdolling an inexperienced Padawan-level Jedi in no way suggest he can replicate that against a Jedi Master such as Unduli, who is capable of stalemating Asajj's Force push. And Ventress can ragdoll three fully trained Jedi simultaneously.

No a high level character (especially a darksider) would cut down Kanan like Sidious cut down Fisto or Kolar.

TCW Season 1 Ahsoka would wreck Kanan. Easily at that. Sad but true.

Still, writers tend to like to make their characters uber powerful, so I expect MASSIVE upgrades for Ezra, Kanan and the Inquisitor as the series progresses.

That's got to be super embarrassing to put on a report. I doubt "failure due to excessive monologuing" goes over very well with Vader.

Then again there's that "Join me Luke" debacle so maybe he'll understand.

To be fair, the Inquisitor was toying with Kanan. He's had tons of opportunities to kill him.

Yes, this was proven when he captured him in like 20 seconds in the last Rebels episode. I'm still not impressed though. I'm not convinced he can take on a Jedi Master let alone one as skilled as Luminara. High Knight level imo.
