Googled this match up to see if i'd get any hits, to help me make up my mind (right now i'm pro BL). I found this link...

Having compared their powers, LL seems less powerful. BL has a slew of secondary powers to go with what LL can do. LL can absorb electrical charges, but to what degree its not said.
Still, going BL. Like i said, he has a lot more options than just getting involved in a zap fight.
