Super Jason has suddenly awakened in a corn field and starts to head into town. he finds the barn and town filled with children and no adults. all of the child oracles are there and are claiming their god wishes to feast on jasons undead flesh. jason fights against the kids and their "god"

Agreed. King has implied that essentially we're talking about Randal Flagg, who appears in various forms in most of his books and movies as the personification of evil. He's basically like an evil Merlin, sometimes described as The Walking Dude, The Man in Black or simply the devil himself. He appears in multiple universes and is second in power only to the Crimson King. In other words, pretty much the second most powerful demon ever created by the master of horror himself.

i know he who walks behind the rows has physically manifested as a giant red cloud and a fiery inferno inside a silo, but would jason's necronomicon help at all ?

Wow, good question (and difficult to give you an answer with 100% certainty). If we're talking about Randal Flagg, as King himself has suggested, you are talking about one of the most powerful demons in this or any other world created by Stephen King, and there are quite a lot of them. He can travel from world to world at whim, he can appear as anyone or anything he wants to, he can become invisible (he calls it becoming dim), he can influence people's minds and has been called a sorcerer on some worlds, worshipped as a god and some people even suggested he is the devil himself.
I would say Jason has a chance, Flagg had been beaten before. Killing him is a different matter - he can always just flee to another world, and either start over or come back when you're not expecting him.

The demon from It is fairly low in the hierarchy, if I recall correctly. It's been a while since I read the book and saw the movie. But only children could see him, right? He avoided the adults and preyed on the children, almost certainly because they were easier prey. So basically he is like a scavenger, hiding in the dark - if you compare it to an animal hierarchy, he would be like a fox or a jackal, at most a dingo or a hyena - too scared to attack an adult on his own, but always on the lookout for a child to snatch when no one is looking.

You are not the only one! But we are all going to have to be patient - The Dark Tower has been in the making for a long, long time and is still no closer to being finished. Meanwhile we have the books and the comic books, and of course all Stephen King's other books and movies wherein we can get a glimpse of Randal Flagg....
Like The Stand. I've never seen it (I read the book) but apparently Stephen King was very happy with it, and Jamey Sheridan plays Randal Flagg. It's about six hours long, though.

Bumping this. IT is actually some sorta cosmic horror taunts true form resides somewhere outside of our universe. IT "fed" on children because IT actually fed on fear and children were easer to scare allowing it too fead more. I'd say IT is way beyond Flagg (although Flagg is far more awesome) but inferior to CK.

While speaking under correction, as I mentioned, I really doubt Pennywise is more powerful than Flagg. Pennywise was defeated by using the Ritual of Chud, which basically allowed somebody to enter a contest of wills against it. Essentially, this meant that if you could overcome your fear, you could beat it. It was a scary demon, yes, but it was killed in the end after it was forced to reveal its true form. And basically it only woke up to eat, after which it slept again.
Flagg was forced to retreat a few times, but each time managed to escape and reappeared somewhere else, just as strong as ever. He is described on one site as ""an accomplished sorcerer and a devoted servant of the Outer Dark", with supernatural abilities involving necromancy, prophecy, and influence over animal and human behavior. His goals typically center on bringing down civilizations through destruction and conflict."
