The original vs the new

The new, by virtue of feats. Still, Scourge should logically be stronger with just as great potential and 300 years of experience on his belt.

Wrath II no contest

I'm going with Wrath II for the fact that he has much greater feats, plus Scourge gets his power from feeding off fear of enemies, where I doubt Wrath II will have any.

I disagree on that last point; Scourge can feed on any negative emotion, including rage-which Wrath II will have in droves, as Warriors draw on their fury to fight.
