FYI all, pretty picture aside the OP simply says DoV Captain Marvel, not specifically Cap Amped by every DCU mystic feeding theor pwoer through him. DoV was a six issue mini series that tied into around 20 issues in total as i recall. billy was only amped my the mystics for what 3 pages?? 15 panels.

Don't we as a rule in debates take ALL feats into consideration and balance them.
