You think so? Scourge (kinda) stalemated HoT and has better hype imo. His humble feats before becoming the Wrath doesn't hurt either.

If normal Scourge is assumed, then definitely Baras.

If Emperor's Wrath is assumed, then the contest becomes interesting:

Baras, if assumed to be augmented by the power of entity, might be strong enough to handle Emperor's Wrath; otherwise, maybe not.

Emperor's Wrath also have an advantage of his own; his relatively superior dueling ability. So he may just out-duel Baras.
