Both Bruce & Hank have 3 months of prep-time.
Batman can only use his own tech.. Plus no outside help.

Hank gets 3 months of prep in Gotham City and has to prep from scratch within the city before his showdown with Batman.

Hank only has his standard gear to start out with when he first starts prepping. He can only use rescoures he can find within the City that dont belong to Batman to help his prep plans.

Most versions of Pym are poor, living off a teachers salary...
Hell without Pym Particles Bruce has nothing to prep against.

Pym wins with ease with brain punch through the nose.

Just a few ideas off the top of my head.
