To be fair the scenario isn't realistic. You are on an interstate highway in heavy traffic so you wouldn't pay attention to a garbage bag. But sure, if the garbage bag busted on my windshield revealing hundred dollar bills I'd stop to collect as many of them as I could.

I'd wait patiently in my car until Astner collected the money, then I'd beat him up and take it.

I did stop for a dollar once but I wasn't on the interstate
