Unparalleled in combat "skill". There doesn't need to be those exceptions there.

Those guys can take him in a fight because they're more powerful than him.

Shadow Hunter has Sidious thinking Maul's saver skills are unparalleled. That doesn't mean he thinks Maul would take him in a fight.
