The Katarn does strike me as the one to come out on top, though it should be a nice battle.

Has Plo Koon gone down in terms of ranking or something?

Plo's always the character used to gauge other characters. He's pretty good and respected, but his W/L is like 8-99999 because people have no qualms about saying he loses to most other fighters.

He's the punchbag of SW debating, essentially.

Same with Sora Bulq, hah. I'd like to know why he loses this tbh, Kyle's level of skill tends to fluctuate but he has no real dueling feats compared to holding off Ventress with one arm.

In sabers and hand to hand. Kyle Katarn definitely. Didn't he train as a stormtrooper at one point. Also he is the battle master and has taken each style to a high degree.
