Eeth Koth

Well it's hard to say. Eeth Koth was on the council so thus had to be a reasonably skilled force weilder and lightsaber duelist able to hold of Grevious while injured. However Bariss Offe was able to out maneuver anakin and penetrate his,force Sheild. She was also able to defeat Ashoka Tano. Overall it's hard to decide.
