Serra Keto has nothing but game mechanics to her name. Kao took on Malgus and Vindican simultaneously and killed one of them. Good enough.

Only because Keto has OP video game feats that include giving non-suit focused Darth Vader a very hard time. Enraged Malgus beat Darach pretty handily.

It wasn't that hard - the BTS section states that Anakin was originally meant to combat both Drallig and Keto at once, which would've required everything at his disposal - but that's with two of them together, a pretty significant difference, and then there's the synergy between the two to take into account.

Cin's canonically more skilled than Serra, as well.

Not disagreeing, just the video game opponents were all OP. Keto did better against a cool and collected Vader than Dooku did versus Zonakin.

Well some sources imply Anakin at this stage was at his strongest, yet others like the RotS junior novel suggest that he was hindered.

Cin is above Kao, but not by too much, so Serra doesn't have any decisive edge over Kao, IMO.
