1. They're about even in raw talent with a blade, although Jaina has the edge of using a form which isn't among those taught to a Jedi, so I'd give her the slightest of edges.

2. Jaina's raw power definitely exceeds Ulic's, although with trinkets it could be about even.

I'm leaning Jaina

Jains is a solo and thus has Skywalker blood and can only be defeated by her family and Darth Sidious. Ulic is a droma no his biggest feat is being a match for Exar Kun a worth adversary and powerful person but not someone on league with people like windu and dooku who are not on the level with Jaina IMHO.
