I'd say Rictus. He ripped an engine out of it's housing and held it over his head. Also he took punches from Max who was knocking guys 20 feet in the beginning of the movie.

bane, he has the skill, training and efficientcy

If Bane can get in close and start clobbering him he may win, but if Rictus grabs him he tears him in half.
