This is a purely theoretical form that should be quantified via logical power-scaling.

I'm going to say Gotenks just on my pure unadulterated hatred for Broly.

SSJ1 Gotenks >>> SSJ3 Goku. SSJ1 might have to work hard for it but Gotenks wins easily if SSJ3.

If the Broly we know is his base, he's more or less an ssj2 in power. So ramping up all the way to ssj3 would probably put him ahead of SSJ3 Gotenks.

Broly might well have trouble getting past round one, he definitely stops at round two.

Broly in his LSSJ3 can beat Base and SSJ1.

He would have a hard time with SSJ2 Gotenks and might lose and Broly get's beaten to death by SSJ3 Gotenks.

Since we're talking about a strickly hypothetical transformation here, I say being that the LEGENDARY SSJ transformation would be at least double what reg SSJ multipliers are. So Broly's LSSJ3 would be 16x his LSSJ

Fusion multipliers makes Gotenks SSJ1 better than any SSJ3 even before the ROSAT so...
