I think Shaak Ti takes this in a pretty good fight. It could go in Shan's favor, though, I guess.

Probably Shaak Ti.

I view Shan as the more powerful of the two. She has cut down dark council members and even as a knight fought well with Malgus, and is stronger in the force.

Shaak Ti wins.

They seem comparable as Force users but realistically Ti is the superior duelist. In an all out that's going to be more important so To wins.
