winter soldier is given his assault rifle and two hand guns + a standard combat knife

Deckard Shaw has a machete, a assault rifle with a single grenade in the lower chamber and a standard glock

fight takes place on the highway in cap 2, winter soldier starts atop the bridge with Deckard is under and waiting for WS to show his face.

both have full knowledge of eachother

If Hobbs was a complete bastard the fight with him and shaw would have ended when he smashed him through the glass table. Shaw did well, but he lost that fight. Winter soldier is a tad stronger than Hobbs, faster for sure, durability is arguable, though I can see WS tanking everything Hobbs did. Id say WS because of the arm and because he isn't outclassed in any particular areas.
