Ulic should be marginally more skilled, and win on account of that despite being weaker and less durable.

You think he wins even without his amulet?

Hard to say... it's something he has with him in all of his showings. But it's mostly used for channelling more outward abilities more effectively than straight augmentation, so I'm not sure if it'd make a big difference in a duel.
