A world without Goku in it, and protagonists that are actually intelligent about making wishes.

Starting with Radditz, all the way up to Bills and Whis, how far can they get with Shenron's power?

Shenron admitted Nappa was beyond his ability to deal with

Glad you brought up that example, as it's perfect to illustrate my point:

Shenron claimed he couldn't kill Nappa or Vegeta. However, they could have asked the dragon to, say, make their pods explode. Then they'd die by suffocation.

Or by way of another example, he could have transported them into the sun, or across the other side of the universe.

This thread is basically meant to be a case study in how many of the problems could have been solved with outside the box thinking use of Shenron.

I wish "name a villian" to be transported to the sun. That would take care of most if not all the villians

If Shenron could do that.

But it was explained in the Cell saga that he cannot affect a being, living or not, if it is stronger than him, and does not want to be affected.

Either way, even teleporting Bills to the sun wouldn't do anything. Bills destroyed two stars close to his planet, and just went about his business. Meaning he didn't even feel the supernova's afterwards. And Cell can solar system bust, and he can presumably survive, or at least regenerate. Buu can galaxy bust, and regenerate from ATOMS. Bills would just suddenly be in a star, wonder why, then fly out, and continue his course to Earth.

And counting movie villains, Cooler can survive in the sun pretty easily too. He survived being blasted INTO the sun, with a star+ busting attack, after a prolonged battle. So he could definitely survive in a star, at least for a while. And even while basically dead, he managed to escape it's gravitational pull, so he'd definitely be able to fly out. And blow up the sun, so everything on Earth would freeze to death.

He's not affecting them though, he'd just short circuit there pods.

The only villains that would affect though are Nappa and Vegeta.

And arguably, not even Vegeta. He has survived in the void of space before, and he didn't seem scared, or worried about dying when he was going to blow up the planet.

I've always kind of wondered if maybe it was an elite Saiyan skill, trained to Saiyan's to be able to control their breath or something, to be able to fight in space. It would make sense, to me, but that's just a theory.

Anyway, they'd still be screwed when Cell, or Frieza, or any other villain showed up.

This is incorrect on many levels.
1. Cooler can't survive the sun easily. He only survived as a severely damaged head. Plus he wasn't overly damaged when he was pushed into the sun in the first place so all that damage came from the sun itself.
2. Broly didn't even survive the sun so saying a guy much much weaker can and easily is foolish.
3. If the attack that pushed him into the sun was "sun busting" why did the sun not bust?

A world without Goku is a world ruled by Piccolo since the Dragonballs can't really be used to kill him.

Assuming Goku dies of natural causes the day before Raditz appeared, then Raditz will simply kill Piccolo, meaning bye bye wishes.

Assuming that Raditz doesn't kill Piccolo outright(unlikely) and that the gang are able to get the dragonballs before Raditz destroys humanity one city at a time(unlikely), then yeah wish him into the sun.

Upon seeing Raditz die, Vegeta and Nappa head to Earth to destroy it. Since they now have to wait a year on top of not knowing when the Saiyans will arrive, they probably do not have the time to gather the balls. Especially not if Piccolo decides to take over the world.

If the heroes somehow manage to convince Piccolo to be good and they somehow gathered the dragonballs before the Saiyans showed up, and they somehow knew that they were coming then yes they could wish them into the sun.

At this point they would get a break though because Freeza has no reason to care about Earth so he might just skip them. In these scenarios he never finds out about the dragonballs.

Gero kills them all though because they physically have no way of knowing that they're coming and even he'd have the good sense to steal the dragonballs since his little robots have been spying on them, seeing them neatly dodge every encounter with an enormously powerful threat by wishing them into the sun or some such. If not it is possible that the dragonballs could be used to move the Androids(moving a person from point A to B can be done even if the person doesn't have a reason to move but the strongest person this has effected is Namek Saga Vegeta) but unlikely. If they could then a generalized "I wish all of the Androids into the sun" could save Earth but they have no way have knowing about how many Gero really had. It would also kill Android 8, which is sorta sad.

Babidi also probably skips Earth because there is no way this planet has enough energy to awaken Buu, meaning he'd teleport the egg elsewhere. Might get Dabura to blow it up though. If all done secretly then the heroes once again have no way of winning. Without a generalized "I wish all the bad guys were in the sun" wish then any of his men could conquer the planet with laughable ease. At this point is also becomes clear that sufficient ki can flat out ignore magic like the dragonballs so they wouldn't be able to port Buu if he was released(let's be very optimistic and say they've been able to port everyone else up to this point even if that probably wouldn't be the case.

They almost certainly stop at Raditz and only with the most ludicrous of logical gymnastics can they make it through. Beerus will destroy the Earth though, no matter what they wish.
