What nefarious things do they think the military is going to be getting up to? If they were doing something illegal why would they announce to the world the dates this exercise is supposed to happen?

And it's not like this is even the first time the US military has engaged in large scale training exercises on American soil. Just look up the "Republic of Pineland."
